Daniels interpretation imediately follows as we continue in the text.

Dan 5:17 Then Daniel answered and said before the king, Let thy gifts be to thyself, and give thy rewards to another; yet I will read the writing unto the king, and make known to him the interpretation.
Dan 5:18 O thou king, the most high God gave Nebuchadnezzar thy father a kingdom, and majesty, and glory, and honour:
Dan 5:19 And for the majesty that he gave him, all people, nations, and languages, trembled and feared before him: whom he would he slew; and whom he would he kept alive; and whom he would he set up; and whom he would he put down.
Dan 5:20 But when his heart was lifted up, and his mind hardened in pride, he was deposed from his kingly throne, and they took his glory from him:
Dan 5:21 And he was driven from the sons of men; and his heart was made like the beasts, and his dwelling was with the wild asses: they fed him with grass like oxen, and his body was wet with the dew of heaven; till he knew that the most high God ruled in the kingdom of men, and that he appointeth over it whomsoever he will. (KJV)

Daniel recounts his history with the kings grandfather reminding the king of the fall that accompanied the former king's pride in his kingdom. The raising up of an image in the name of the most high God had consequences. Even though Nebuchadnezzar did as he would and ruled as he would there was yet a God in heaven with authority over him. Daniel reminds the king that he also knew all that Daniel was speaking to him.

Dan 5:22 And thou his son, O Belshazzar, hast not humbled thine heart, though thou knewest all this;
Dan 5:23 But hast lifted up thyself against the Lord of heaven; and they have brought the vessels of his house before thee, and thou, and thy lords, thy wives, and thy concubines, have drunk wine in them; and thou hast praised the gods of silver, and gold, of brass, iron, wood, and stone, which see not, nor hear, nor know: and the God in whose hand thy breath is, and whose are all thy ways, hast thou not glorified:
Dan 5:24 Then was the part of the hand sent from him; and this writing was written.
Dan 5:25 And this is the writing that was written, MENE, MENE, TEKEL, UPHARSIN.
Dan 5:26 This is the interpretation of the thing: MENE; God hath numbered thy kingdom, and finished it.
Dan 5:27 TEKEL; Thou art weighed in the balances, and art found wanting.
Dan 5:28 PERES; Thy kingdom is divided, and given to the Medes and Persians.
Dan 5:29 Then commanded Belshazzar, and they clothed Daniel with scarlet, and put a chain of gold about his neck, and made a proclamation concerning him, that he should be the third ruler in the kingdom.
Dan 5:30 In that night was Belshazzar the king of the Chaldeans slain.
Dan 5:31 And Darius the Median took the kingdom, being about threescore and two years old. (KJV)

Daniel admonishes his rulers with veiled disgust - that they have debased the instruments of his God, the one living God and praised lifeless gods of a false heptad making them equal to the God of heaven, the God that gave the people of the world their lives and in whose image they are made, making man able to become a creature of virtue to serve him. The king and his guests gave God no glory at all.

God had sent a "part" of the hand that wrote, clearly cut off or even rent. The writing itself is interpreted as:

MENE
The kingdom has completed it's course, there is nothing new, no new people to be under it or new governing that will continue it any further.

TEKEL:
The kingdom has been judged and the ruler of it found to be lacking any value to God.

PERES
The kingdom itself will be rent and divided amongst two other peoples.

We can also liken these stages to the "lust of the eyes, the lust of the flesh and the pride fo life." The "MENE" can take the part of (spoken twice) the conjugation of a group An by inverses g(An)g^-1 in Sn.

The "TEKEL"part can be considered to be the factoring down to An, that to be weighed in the balances of the conjugation results in elements in An only and not Sn. (There are (at least 60) elements lacking - theres is no "innocence in the act" of the debasing of the Lord's vessels, there was the lust of the flesh to debase them and sin against the Lord God.)

The "PERES" part is the judgement - the "pride of life" of the conjugation continuing into the future without hindrance is prevented. The kingdom is rent into peices (killed - c.f. the Lord to Adam and Eve, "Thou shalt surely die") and given into the hands of the king's enemies.

Again, with "MENE" we may consider that every possible action of the kings rule may be represented by a cycle in S6. In "finishing the kingdom," God has unwound the inverses of the elements and tested them on the basis of the "balances" of A6 (and A5) by conjugation. In finding the king "wanting" The Lord has searched the king's reins and heart and has found out all the kings rule as ultimately imperfect and evidently sinful. For the sake of justice God has informed the king that he has been tried in the courts of the Lord, and is thus judged. The Lord did so justly by His own law, and the king is not above the laws of His maker.

We should also note that the balances are attributed in the first four seals of revelation as given to the rider on the black horse of the third seal. Babylon is the third kingdom after Egypt and Assyria to whom Israel was also carried away captive. Babylon is the first in a series of four kingdoms interwoven with the crown of the dragon, the full dialectic method of four shifting unity elements on the four earthy elements of the octal.
